What does it do? Amends the state constitution to say that each party that particpates in a primary election shall have the right to have their top vote getter in the primary be a candidate in the general election.

How I plan to vote: No.

Why?
This one really confused me. This is already the way we do primaries. Why the sudden need to write this in to the state constitution? Upon further examination, this is clearly designed to head off Proposition 62. I'm still a little uncertain about 62, but I really see no need to write the status quo into the state constitution.
