What does it do? Establishes a California Institute for Regenerative Medicine to regulate stem cell research and provide research funding through grants and loans.
How I plan to vote: Yes!
Why? It's a neat end run around the federal government's neanderthal policy on funding stem cell research. And it will help keep California a hot place for biomedical research.
And stem cell researchers probably buy mass spectrometers. (Kidding! I'm kidding!)
