Whose Math is Bad?

I was listening to Paul Krugman being interviewed on NPR the other day, and he said something very near to this:

"The Bush Administration's numbers never add up. Their math is along the lines of 1 + 3 = 6. For example, they said most of the tax cut goes to the middle class, when in fact they know and we know that 42% of it goes to the richest 1%."

Well, if the rest of it goes to middle class, that is "most", at least by every definition I've ever heard. It may well be that most of the tax cut doesn't go to the middle class, but you couldn't conclude that from the sound bite above, without more information.

Both could easily be true, and Krugman, who is an economist, sounds like a dork when he says stuff like this.
