From John Kerry's speech, this line struck me:


And as President, I will bring back this nation's time-honored tradition: the United States of America never goes to war because we want to, we only go to war because we have to.


This is a "time-honored tradition"?

Can somebody tell me why we had to send troops to Somalia? Can somebody tell me why we had to go to war in Kosovo?

Going to war when "we have to" sure makes it sound like either an imminent threat or self-defense. (And if so, then sending troops to Sudan certainly wouldn't follow in this tradition, would it?)

So John Kerry would never send American soldiers to another country for humanitarian reasons?
