Full Text of Proposition (Actually, this doesn't appear to be the full text, just a summary. Argh. I think that's probably true of several of my links. Oh well. Go to The California Secretary of State's web page for full details.)

What does it do? It's a bit complicated, but basically it says that the state government can't reduce local government's revenues from vehicle licensing fees, sales taxes, or property taxes unless the governor declares a fiscal necessity and 2/3 of the legislature agree. It also says that if the state government imposes mandates on local governments that require extra expenditure (which the state government normally reimburses local governments for), the state government has to suspend the mandate during any year in which it can't actually cough up the dough.

How I plan to vote: Yes

Why? I want the state government to balance its budget, but not to do it by raiding the coffers of my city and county governments. Prop 65 is also supposed to do this, but the original proponents of prop 65 are now supporting 1A. The arguments against seem kind of lame, basically boiling down to "Your local government will tax you irresponsibly!" Well, they can't do that without my voting for the tax increases at the local level. And half of the new tax measures on my local ballot this year are being proposed because "Sacramento stole our money." So, yeah, I think this one is worth a shot.
