Wisconsin to allow hunting of feral cats?

This is very disturbing to me. Even lets say I were to agree with hunting of feral cats, how is a hunter going to tell the difference between a feral cat and a pet? Here's a quote from the guy that proposed it:

"He said in an interview published in the La Crosse Tribune recently that he was not anti-feline but “If you open the door and kick your cat out at night you’ve changed its status.”"

So what he's actually proposing is hunting being allowed on any cat out after dark. He must have never owned a cat before. Outdoor cats often don't come back before bedtime and end up spending the nights outside.
