Turns out that Patsy didn't entirely please Secundus. Patsy was supposed to sing the praises of a job well done. He did that, but then he mentioned--in a very quiet and restrained way--that communications between the remote users and the central staff could have been improved. To which the answer was that everything you need to know about the process is in the flow chart and you should refer to the chart.

As if a flow chart could adequately describe the nuances of human communication from unit to unit in an organization!

Evidently Secundus chewed on several people later who brought up issues of concern as well as shutting down people who might seriously challenge what was done.

In my opinion, only a fool refuses to listen to feedback from the experts in the field as well as experts on his staff. Only an idiot sets up the "right answer" and then requires that all data fit or be ignored.
