Full Text of Proposition.

What it does? Adds a 1% income tax surcharge on incomes over $1 million and earmarks the money to pay for mental health programs. Requires that funding for mental health programs not be reduced from current levels.

How I plan to vote: No

Why? This one is hard. I think that the mental health programs funded by this are really great and should be fully funded, and I think the tax increase is entirely reasonable, but, again, I think that one of the biggest reasons that the California budget is in trouble is that too much of the state's revenue is tied down by law. So, no. If they'd like to pass a general income tax surcharge on incomes over $1 million, the money to be used as the legislature sees fit, possibly including very large amounts of funding for mental health programs, I'd vote Yes in a shot.
