under what conditions could the pawns in this game win?

I'll only serve a hint:
In play, when you never know which pawn is the 'real' king and which the real queen, and which the real knight,,,a sort of guerrilla chess,,, perhaps thru substitution or other rule with the 'real' roles on yor own side,,, or espionage chess when you are able to substitute roles with those on/of your foes.
